This position exists to coordinate the Tax Operations Division’s legislative responsibilities. You’ll also serve as a primary technical tax resource for Tax Operations by researching complex or previously unforeseen tax situations. Responsibilities include:• Analyze legislative proposals for all taxes administered by Tax Operations to determine impacts on internal and external customers.• Provide feedback to both agency and legislative decision-makers on policy and administration of tax laws.• Represent the department as a technical expert at the legislature and in meetings with professional organizations.• Lead in the establishment of audit policies and procedures to ensure accurate and equitable administration of new and current tax laws. • Implement newly enacted Minnesota tax laws.• Provide guidance on statutes, regulations, court decisions, and department polices for Tax Operations.• Communicate legislative changes and updates to tax policy to others within Tax Operation, the department, other state agencies, and the public.This is new position that will have opportunities to engage in projects associated with tax administration and process improvements. New and interesting issues will be fairly constant in this position and thoughtful and intellectual problem solving will be required to take on tasks and challenges as they emerge. Use of your knowledge, adaptability, problem solving, communication, and creativity will allow for a meaningful impact to Minnesotans. Teleworking employees are required to live in Minnesota or in a state bordering Minnesota.Qualifications Minimum QualificationsFour (4) years of professional level experience working in tax compliance or administration, policy development or administration, or legislative activities. ** Bachelor's degree in a closely related field as determined by the agency may substitute one (1) year of experience; associate degree substitute for six (6) months; master’s degree substitutes for eighteen (18) months of experience; PhD substitutes for twenty-four (24) months of experience.Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process: Knowledge of tax policy, tax systems, tax administration, and/or tax laws.Interpersonal skills sufficient to relate to and communicate with a wide range of customers.Computer skills sufficient to:• develop spreadsheets.• develop presentations.• effectively navigate document review functions.Ability to:• monitor, analyze, and advise on developments and legal trends of policy and law.• write sufficiently to provide plain language analysis, guidance, and explanations of complex topics.• recognize the impact of policies, programs, and operational changes to stakeholders in terms of needs, issues, motivations, and costs. • recognize real, potential, or perceived problems, plan contingencies, and provide potential solutions.• analyze and report on data to make conclusions and recommendations to others.Leadership skills sufficient to:• establish project goals• provide work direction• anticipate problems• plan contingencies• evaluate results• provide direct feedbackPreferred Qualifications• Knowledge with the legislative process, procedures, processes, state government policies, laws, and/or rules.• Experience in developing or implementing policies., statutes, ordinances, or government rules.• Experience interacting with government senior management, Governor's office, legislative staff, and stakeholders in national and other governmental offices or forums.• Experience in researching and applying income tax and business tax law, regulations, court rulings, and administrative policies and procedures.• Experience with the legislative process, including writing bill explanations and legislative proposals.• Knowledge of the department’s penalty and interest statutes and policies. • Ability to lead a work group or team or work independently.Physical RequirementsRequires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer. Requires occasionally lifting and/or carrying such articles as file folders and ledgers. Although a sedentary job is defined as one which involves sitting, a certain amount of walking and standing is often necessary in carrying out job duties.Additional RequirementsPrior to an offer of employment, a background check will be conducted.
