Develops and modifies operational procedures and aids State policymakers with understanding economic development opportunities presented by the programs and activities and focusing on positioning NH’s economy to take maximum advantage of the economic development opportunities that will arise.Acts as the State of New Hampshire’s designee to US Department of the Interior’s Bureau of Ocean Energy Management (BOEM), serving as the primary point of contact for all federal processes managed by BOEM. This includes serving as the primary point of contact for New Hampshire for the Gulf of Maine Task Force, which was established to serve as the intergovernmental offshore wind task force for the State and includes Maine and Massachusetts. Serves as the NH Department of Energy representative on the Commission to Study Offshore Wind and Port Development established in RSA 374-F: 10.Makes preliminary recommendations for developing proposed legislation, budgets, policies, procedures, and programs to optimize opportunities for NH’s economic growth resulting from the pending development of offshore wind energy.Prepares reports and studies and works with stakeholders in identifying program needs concerning offshore wind deployment in the Gulf of Maine. Coordinates information regarding offshore wind supply chain operations in the region and the economic development associated with those operations for New Hampshire’s port facilities.Explains and interprets program policies, procedures, and guidelines regarding the transmission of infrastructures needed to implement offshore wind services in the region, the opportunities associated with transmission of infrastructures at facilities in New Hampshire.
