This position is located in our Northwest Region Office (NWRO) in Shoreline, WA. Upon hire, you must live within a commutable distance from the duty station.Please Note: The salary listed includes the additional 5% premium pay that this position will receive due to its location in Shoreline, WA in King County.    Are you interested in preventing and cleaning up stormwater pollution to the Duwamish River Valley? If you enjoy independent field work and working with others to solve complex problems, this may be the job for you. You will gain experience conducting inspections to evaluate compliance with industrial and construction stormwater discharge permits. You will use your analytical and communication skills to provide technical assistance to industries and construction contractors and develop justified enforcement actions. You will grow professionally as you gain direct regulatory experience and learn how to control sources of toxic chemicals in stormwater runoff.   You will be joining the Stormwater Compliance Unit, collaborating with engineers, planners, inspectors, and community engagement specialists within the Water Quality Program and other Ecology programs. Together we work to control sources of pollution and clean up contaminated sediments in the Lower Duwamish Waterway and Harbor Island Superfund Sites. Note: This position offers a career path and on-the-job training. This position allows you to progress through the Environmental Specialist field and achieve the goal class of an Environmental Specialist 4 (ES4). Candidates will be considered at the ES3 and the ES4 levels, depending on their qualifications. You will need strong communication and organizational skills to effectively conduct compliance assurance activities with numerous permittees and address a wide variety of stormwater management challenges.   What you will do: Plan, lead, and conduct compliance inspections of facilities permitted under the Industrial Stormwater General Permit and Construction Stormwater General Permit as well as non-permitted facilities and stormwater management activities occurring on contaminated sites in the Duwamish River Valley and in priority areas tributary to the Duwamish River. Document inspection findings to direct sites toward compliance.Prepare regulatory documents associated with compliance inspections, including warning letters, notices of violation, notices or correction, administrative orders, penalty assessments, and consent and settlement agreements.Enforce water quality permit conditions and state laws and provide enhanced toxics oversight of permitted industrial and construction discharges in the Duwamish River and its tributaries. Assess environmental chemistry and water quality data to evaluate fate and transport of toxic and conventional pollutants and provide additional requirements to protect waters during redevelopment of contaminated properties.Support the Duwamish Lead Inspector to address priority discharges and coordinate with the Department of Ecology and U.S. Environmental Protection Agency cleanup site managers and other agency inspectors working in the Duwamish River watershed. Respond to reported water quality complaints in the Duwamish River watershed. Note: Personal protective equipment will be provided by the program along with reimbursement for required footwear.  Qualifications This is an In-Training position. The goal class for this position is Environmental Specialist 4 (ES4).  We will consider applicants who meet the requirements for the ES3 and ES4 levels. If the finalist meets the requirements for the ES3 level, they will be hired in at that level and placed into a training program to become an ES4 within a specified period of time.    Required Qualifications:Years of required experience indicated below are full-time equivalent years. Full-time equivalent experience means that any experience where working hours were less than 40 hours per week will be prorated in order to meet the equivalency of full-time. We would calculate this by looking at the total hours worked per week, divide this by 40, and then multiply by the total number of months worked. Examples of the proration calculations are: 30 hours worked per week for 20 months: (30/40) x 20 months = 15 months full-time equivalent20 hours worked per week for 12 months: (20/40) x 12 months = 6 months full-time equivalentExperience for both required and desired qualifications can be gained through various combinations of formal professional employment, education, and volunteer experience. See below for how you may qualify.  At the Environmental Specialist 3 level: Pay Range 53 ($4,832 - $6,507 monthly) In-Training A total of six (6) years of experience and/or education as described below: Experience in environmental analysis or control, or environmental planning.
