A housing stipend of up to $1,000 per month will be provided.    Project Background:The Resource Assistant will work throughout the West Zone of the Carson National Forest.  Their assigned duty station will be the El Rito Ranger District office in El Rito NM.  Northern New Mexico and especially the West Zone of the forest is rural in nature and offers numerous opportunities for outdoor recreation. The West Zone Recreation and Lands program of the Carson National Forest needs additional support in-line with the Sustainable Recreation model for the Carson, and assistance with management of a busy and varied special uses program that includes outfitter/guides and lands special uses. Project Duties:The recreation and lands program workload on the forest includes recreation and lands special uses support, land conveyances and acquisitions, wilderness, and wild and scenic river management, developed and dispersed recreation management, and trail oversight for both the forest wide and Continental Divide Trail (CDT) programs. The Resource Assistant will fill a crucial position in the West Zone’s recreation and lands program and serve as the lead for the special uses outfitter/guide program and as well as the volunteer/partnership program for projects on the CDT, and the Cruces Basin wilderness.  Additional duties include leading out for maintenance and development of trails throughout the West Zone and the interpretation of trails and the surrounding landscape via signage development and conservation education programs for kids and adults.  The Resource Assistant will also help with a) management of developed recreation sites throughout the West Zone, and b) development, implementation, and oversight of four major Great American Outdoors Act projects on the West Zone. Developed/Dispersed Recreation/Special Uses/Wilderness•Assist with all aspects of management of developed recreation sites on the West Zone.•Great American Outdoors Act project support and implementation•Contracting Officer’s Representative certification to support contract implementation at recreation sites•Developed Recreation Site fee proposal implementation, cabin rental program management.•Work with partners and volunteers to design and implement of projects related to recreation sites and trailsPerform database management for recreation sites, trails, and special uses.•Prepare and administer recreation and land use permits•Conduct field inspections for special use permit compliance•Shared supervision of Resource Clerks, GS-5s and GS-7Wilderness field monitoring, data collection and reporting for the Cruces Basin WildernessThe RA will have the opportunity to collaborate with FS staff and to travel to various project sites in the course of their work. The PEM Section conducts real-world emissions testing and research programs to inform the California Air Resources Board (CARB) of technical matters related to air pollution control programs and strategies involving heavy- and light-duty freight transportation. The PEM Section uses cutting edge instruments to measure on-road and off-road vehicle emissions under real world driving conditions. In addition to providing in-use testing, the section also provides and conducts other types of evaluation and analysis related to heavy-duty and freight-related emissions sources for criteria pollutants, such as nitrogen oxides; for greenhouse gases, such as carbon dioxide and methane; and for toxic air contaminants, such as diesel particulate matter. This position will be responsible for duties related to conducting technically complex emissions testing and research programs and development and implementation of heavy-duty diesel programs and regulations designed to reduce mobile source emissions statewide. Some of the duties and responsibilities are to conceptualize emissions research topics; developing test plans; procuring resources; and identifying, assessing, and prioritizing innovative, cost-effective mobile source control strategies that reduce criteria and toxic air pollutants, as well as greenhouse gases that help the fleet rules achieve the goals of the Diesel Risk Reduction Plan. California Air Resources Board's (CARB's) Research Division has an opening for an Air Pollution Specialist (APS) in the Remote Sensing Data Analysis Section (RSDAS). This newly formed section will serve as the central hub for methane data collected from remote sensing technology in order to support a variety of CARB programs and policies. Specifically, this section will develop and maintain the technical infrastructure for managing and analyzing satellite-based observations of methane plumes to support CARB’s goals to reduce emissions of this significant greenhouse gas and its co-pollutants. RSDAS will also be responsible for establishing effective communication mechanisms to mitigate methane emissions, provide data and results to various stakeholders, and support collaborative efforts to protect the health and wellbeing of California’s most vulnerable communities.The incumbent will investigate and document the user needs and technical infrastructure required to support the agency’s adoption of satellite data for the purposes of identifying and mitigating emissions of methane and other co-emitted air pollutants. This position will work in the team developing and maintaining CARB’s satellite methane data pipeline infrastructure to ensure the program manages the data effectively and provides the best available end products to stakeholders. The APS will also coordinate testing of software components and data products to ensure they function as intended and serve the needs of users. The selected candidate will maintain a current working knowledge of available software frameworks and services and provide recommendations for those which can be applied to the use cases of the satellite methane data program. As needed, the APS will coordinate and participate in demonstrations and training related to the satellite methane data management system and proposed components. This includes documenting the system and its business processes to assist internal and external partners and other jurisdictions in understanding how the system is designed and operates.This position will serve a valuable role as a bridge between the scientific vision of CARB’s satellite methane program and information technology processes necessary to accomplish it. Therefore, the APS must develop a thorough and continuous understanding of the requirements for determining, requesting, and deploying technology resources from both CARB’s Office of Information Services (OIS) and the California Department of Technology (CDT). This will involve formally documenting how the proposed design and architecture of CARB’s satellite methane data management system will satisfy all relevant security and software development requirements. This position will work with other members of the RSDAS development team to integrate features into the data management system and processing pipeline while remaining consistent with requirements and best practices of the software development lifecycle.Effective collaboration will be a core responsibility of the position in order to understand the data and analysis needs of a diverse range of internal and external users and ensure RSDAS’s system can deliver them. This includes working closely with OIS to determine what information technology resources are available and best suited for CARB’s satellite methane program. The successful candidate must also coordinate closely with the RSDAS development team and external partners to ensure the satellite methane data management system complies with OIS and CDT standards and best practices.
